EBRAG, along with local residents who sent in a representation against the Wiltshire Council (WC) proposed changes to the future Strategic Housing List, have been notified that the Public Examination of the WC draft Strategic Housing Plan, chaired by a Planning Inspector, will occur in Trowbridge from the 2 Apr 19. Home Farm (H2.7 in the appropriate WC documentation) will be considered on 9 Apr 19. Further information can be found at http://www.wiltshire.gov.uk/planning-housing-sites-examination.


EBRAG requested that a representative is allowed to address the Examination over the concerns with the draft plan and the impact to the local community, environment and infrastructure of building new houses on Home Farm.


The Public Examination calling notice states that if a written representation has been made previously, then there is no need to address the Inspector at the Hearing unless new information has become available. He will apparentlly take into account all previous s_ubmitted representations. EBRAG has, along with many of you, submitted written representations in the past. 


The Inspector's task is to consider the soundness of the submitted draft Plan against the criteria set out in paragraph 182 of the 2012 National Planning Policy Framework (the Framework).  The relevant soundness criteria are whether the Plan is:

1) positively prepared (based on a strategy that seeks to meet objectively assessed development and infrastructure requirements, including unmet requirements from neighbouring authorities where it is reasonable to do so and consistent with achieving sustainable development);

2) justified (the most appropriate strategy when considered against the reasonable alternatives, based on proportionate evidence);

3) effective (the plan should be deliverable over its period and based on effective joint working on cross-boundary strategic priorities); and

4) consistent with national policy (the plan should enable the delivery of sustainable development in accordance with the policies in the Framework).


The EBRAG committee considers it very important to represent your views at the Examination and is therefore seeking any new thoughts or views you may have. If you feel you have any new ideas or evidence against the development of Home Farm, then please send them to the above email address or phone 07876-033643. Any idea, however small, is very welcome and may well be the nucleus of stopping any further talk of Home Farm development.
